Your permit has to be on the phone before the checkpoint

The road from Dimapur to Kohima crosses into Nagaland proper at a permit checkpoint, and the Inner Line Permit that Indian visitors carry is issued as a downloadable card from the state portal 5. Foreign visitors register through the e-FRRO website and must show a valid Protected Area Permit when police or hotels ask for it 67. At Kisama there is no help desk where you can print anything 2. If you reach the Chumoukedima side of the highway with no signal and no saved PDF, you are stuck at the barrier with no way to download your permit or reopen the confirmation email. A working data connection while you are still in Dimapur makes the difference between a smooth entry and a lost afternoon.

Beyond the permit, Kisama is built like a hillside village, not a stadium. Twelve kilometres of mountain road separate the venue from Kohima town 3, and the walk between morungs, the arena and the stalls takes real time. Group chats, offline-style maps and a cab app are all worth having on a screen, and none of them work without a signal in the one place where you need them most: a crowded lane at dusk with a tribe's song starting and your friends on the far side of the village.

Booking a cab out of Kisama at closing time

When the daytime programme ends, hundreds of visitors want a lift back up the 12 km hill road to Kohima at the same moment 3. Phone data lets you message a local driver you arranged earlier, check a ride-hailing app or read a traffic update before you queue.

Reading the Morung Express traffic advisories

Road diversions on NH-29 between Dimapur and Kohima have caused multi-hour delays in earlier seasons 12. A live news feed on your phone tells you whether to leave Dimapur early or wait.

Splitting the bill at a morung food stall

Each tribe runs its own food counter inside its morung 17. Many counters take cash only, but UPI transfers and a bank-app balance check on your phone are the fallback when your notes run out and the nearest cash machine is back in Kohima.

When Is Hornbill Festival in 2026?

Hornbill Festival is expected to run from 1 to 10 December 2026 at Kisama Heritage Village near Kohima, Nagaland, with the first day falling on Nagaland Statehood Day 3. The organiser, the Government of Nagaland, announces the final programme close to the start, so treat every date here as expected until the Nagaland Tourism department confirms it.

The festival has been held every first week of December since December 2000 1. It exists to bring the state's tribes together in one place and to show Nagaland's heritage to outsiders, which is why it is nicknamed the Festival of Festivals 1. It takes its name from the hornbill, a large forest bird that appears in the folklore of most Naga groups 1.

The previous edition ran from 1 to 10 December 2025 as the 26th Hornbill Festival, with six partner countries and Arunachal Pradesh as the partner state 3. Beyond Kisama, there were extensions in Mon, Wokha and Zunheboto, and a Hornbill Carnival in Dimapur starting 6 December 3.

  • Fixed point: 1 December, Statehood Day, is the opening date in the sources reviewed 3.Main venue: Naga Heritage Village, Kisama 3.

  • Side events: the Hornbill International Rock Festival, a night market and a chilli contest 110.

  • Why it moves a little: the dates are fixed on the calendar, not lunar, so the festival does not shift between months from one year to the next.Tip: Book your Dimapur flights and your Kohima bed once the dates appear on the Nagaland Tourism site, because the first weekend and the final weekend fill up first.

What Does the Kisama Gate Ticket Actually Buy?

The Kisama main-venue ticket was Rs 150 per head for all categories of visitor in the previous edition, according to the Director of Tourism 3. Travel blogs list lower prices, between Rs 20 and Rs 100, but those pages are undated and the official figure is the one to plan around 2.

The ticket gets you into the heritage village, where every morung, the main arena and the craft stalls sit. It does not cover the rock festival at Indira Gandhi Stadium, the night events in Kohima or food inside a morung, which is paid for stall by stall 117. Tickets are sold on site and no advance online booking was reported by the sources reviewed 2.

Entry fees are separate from the permits you need to be in Nagaland at all. The Inner Line Permit costs Rs 200 for 30 days for a domestic tourist and Rs 500 for 30 days for a foreign tourist 9. The Protected Area Permit for foreigners is handled through a different government channel 6.Gate ticket: Rs 150 per head, same for all visitor categories in the previous edition 3.

  • Food and drink: paid directly at each morung or stall.

  • Cameras: some blogs mention a separate camera fee, which the Tourism department sources reviewed did not confirm 2.

Note: The Kisama ticket is a gate fee, not a pass to every event. Keep a few small notes for the arena, craft stalls and tea.

Hornbill Festival 2026 pricing will be published by the Nagaland Tourism department close to opening day, so use the Rs 150 figure as the planning number until then.

How Does an Indian Visitor Get a Nagaland Inner Line Permit?

An Indian tourist applies for the Nagaland Inner Line Permit online on the official portal ilp.nagaland.gov.in, choosing the category Domestic Tourist and a district such as Kohima or Dimapur 5. The online ILP system has been running since 1 January 2025 6.The 30-day domestic tourist permit costs Rs 200 under the Dimapur administration order reported in September 2025 9. Fee tables on the portal's linked pages are the final word, so check the amount at the moment you pay 5.

The permit is a legal condition of entry for anyone who is not a Naga resident. The portal lists the districts you can apply for, among them Kohima, Dimapur, Mokokchung, Wokha and Zunheboto 5. Pick the district where you will spend most time. For Hornbill Festival that is normally Kohima, even if you sleep one night in Dimapur.

  1. Open the Nagaland ILP portal and choose the Domestic Tourist category.

  2. Enter your details; an OTP is sent by email, so check spam if it does not arrive 5.

  3. Upload an ID and pay the fee.

  4. Download the permit card and keep it as a PDF and a printout.

  5. Show it at checkpoints and when a hotel or police officer asks.

The helpline works on government working days from 9:30 to 16:30 in summer and 9:30 to 16:00 in winter, so submit well before a weekend departure 5.

Tip: Apply at least a week ahead of the 2026 festival. The week before 1 December is when the portal queue and the helpline are busiest.

Hornbill Festival 2026 visitors from other Indian states who arrive in Dimapur without a permit can face a checkpoint check before Kohima, so settle the paperwork before you leave home.

How Do Foreign Visitors Get a Protected Area Permit for Nagaland?

Foreign nationals must hold a Protected Area Permit to visit Nagaland, and Dimapur police reiterated this in a press note reported on 24 February 2026 7. The Nagaland ILP portal states that the permit is mandatory for all foreign tourists 5.

The permit comes from the 1958 Foreigners (Protected Areas) Order, which covers Nagaland, Manipur and Mizoram 4. Over the years it has been relaxed and reinstated several times 16. For the 26th Hornbill Festival the Centre approved a relaxation for the 10 days from 1 to 10 December 2025, and the Nagaland portal said it ended at midnight on 10 December 2025 58. Nationals of Afghanistan, China and Pakistan stayed outside that relaxation and needed prior approval 6.

For 2026 we found no announced festival relaxation as of 2026-10-15, so plan as though the permit is required. The state government has asked the Centre to scrap the permit regime for Nagaland 15.

  • Who issues it: the Ministry of Home Affairs, Indian missions abroad, the Foreigners Regional Registration Offices, the Home Commissioner of Nagaland, the Resident Commissioner in New Delhi and the Secretary of Tourism 7.

  • How to apply: through the e-FRRO portal; the Dimapur district page says no physical permit is issued 6.

  • After arrival: register with the district Foreigners Registration Officer within 24 hours 7.

  • Local ILP on top: a foreign tourist also needs the 30-day ILP, priced at Rs 500 in the Dimapur order and tied to a valid PAP and visa 9.

Police asked hotels and travel agents to verify a PAP before serving any foreign guest 7.

Note: Rules in this area change fast. Check the Ministry of Home Affairs and the Nagaland ILP portal in the week before you fly, and keep screenshots of every approval.

How Do You Get From Dimapur to Kisama Heritage Village?

Dimapur is the gateway: its airport, Nagaland's only civil airport, sits about 7 km from Dimapur railway station, and Kohima lies 74 km further along NH-29 62. Kisama Heritage Village is about 12 km south of Kohima 3.

Dimapur Airport is the only civil airport in Nagaland and has taxis and autos outside arrivals 6. Dimapur Railway Station has direct links to Guwahati and other hubs 2. From Dimapur, shared and full yellow taxis run to Kohima from the stand next to the station 6. A travel guide cited a shared taxi fare of Rs 400 to 500 per person and a journey of three to four hours 11.

The road is the weak point. NH-29 has carried diversions and long delays in recent seasons, including a two-hour crawl to Medziphema from the Chumoukedima junction 12. The Dimapur district page advises starting and finishing the journey before nightfall because of the terrain 6.

  • From the airport: taxi into Dimapur, then a shared taxi to Kohima, or a private cab straight through.
  • By rail: arrive at Dimapur, then follow the same taxi routes.
  • From Guwahati by road: about 8 to 9 hours to Dimapur 6.
  • Last leg: shared taxis, private cabs and festival-time transport run from Kohima to Kisama 2.

Tip: Land in Dimapur in the morning. A midday arrival still lets you reach Kohima in daylight, whereas an evening flight usually means a night in Dimapur.

Hornbill Festival 2026 is likely to produce the same crush on NH-29 in the first days of December, so allow double the usual driving time.

Which Naga Tribe Morungs Are Worth Entering at Kisama?

A morung is the traditional men's house of a Naga village, and at Kisama each of the 17 major Naga tribes builds one in its own architectural style 4. Together they work as a village of villages, which is the core of the festival 17.

Inside, each tribe displays crafts, weapons and weaving, sells its own food and pours rice beer for visitors 17. Photo captions in the sources mention the Konyak, Chang and Rengma Naga among many others 1. A quieter morung often gives you a longer conversation with a host than the one with the biggest crowd outside.

  • You do not need a ticket for each morung, since the Kisama gate ticket covers the village 3.Pick by food: every morung cooks its own tribe's dishes and pours rice beer, so the menu changes from one house to the next 17.

  • Pick by craft: shawls, beadwork and wood carvings differ by tribe and are for sale 4.

  • Pick by performance: tribes take turns dancing and singing in the central arena 1.

The festival also holds an annual Naga King Chilli eating contest at Kisama. In the 2018 edition a Guwahati visitor won the tourist category by eating six chillies, while the local winner from Phek ate five 10. It is an old crowd favourite, and visitors can enter in a separate tourist category 10.

Tip: Spend at least one lunch in a morung and eat what the hosts recommend. Ask which dishes are mild before you ask for the chilli.

What Is on the Arena Schedule at Kisama Each Day?

The Kisama daytime programme includes tribal dance and song in the arena, traditional archery, Naga wrestling, indigenous games, craft exhibitions and herbal medicine stalls 42. Evenings add music and fashion shows 14.

The programme repeats the same shapes each day, but the tribes performing change. The Nagaland government publishes the daily schedule close to the opening date, and no 2026 timetable was available at our access date 2. The previous edition opened at 10:00 on day one according to a travel blog citing Nagaland Tourism 2.

The Hornbill International Rock Festival is the loudest event of the ten days and is staged at Indira Gandhi Stadium in Kohima 1. Local and international bands play there, so many visitors finish their day at Kisama and then go to Kohima for the music. The Miss Nagaland beauty contest and a fashion show also feature in the programme 14.

The state also runs extensions: Mon, Wokha's Doyang Festival and Zunheboto in the previous edition, and a Hornbill Carnival in Dimapur from 6 December 3.

  • Morning: arrive early for photographs and quiet morungs.

  • Midday: food stalls and craft shopping; arena dances.

  • Afternoon: wrestling, archery and indigenous sports 4.

  • Evening: concerts and the rock festival in Kohima 1.

Because the festival repeats its shapes across ten days, you do not need to see everything on one visit. A sensible plan is to spend your first Kisama day wandering the morungs without a schedule, so you learn the layout, and to return on a second day with a list of the performances you actually want. The tribes rotate through the arena, so a dance you miss on one day often comes round again on another, though the sources reviewed do not publish the rotation in advance. The village also holds craft stalls where you can watch wood carvers and weavers at work, and these are quietest in the first hour after the gates open. If you have only one day, go early, take the morung walk first, and keep the late afternoon for the arena.

Note: Kisama is outdoors on a hillside; the cold arrives quickly once the sun drops behind the ridge.

How Cold Does Kohima Get in December?

December in Kohima brings dry, sunny days with an average high of 19°C and an average low of 8°C 13. The Indian Meteorological Department recorded a minimum of 11.4°C in Kohima on 21 December 2024 14.

Days are comfortable in a light jacket but the air turns sharp after 16:00. Kohima sits at altitude and the hills block the late sun, so evenings at the rock festival and the Kisama arena feel much colder than the thermometer suggests. December is among the driest months in Kohima, though preparations for the previous edition were delayed by rain and road damage earlier in the season 3.

Crowds are densest on the opening day, on weekends and on the final days when families from Dimapur and Guwahati arrive. The sources do not give an official crowd count, so plan for crowds from the first morning.

  • Layers: a base layer, a fleece and a windproof shell.

  • Shoes: closed shoes with grip; the Kisama paths are uneven and dusty.

  • Cold gear: a hat and gloves for evening events.

  • Sun: sunglasses and sunscreen; December sun at altitude is strong.

  • Dust: a scarf or buff helps on the unpaved paths between morungs.

Dress for a long outdoor day rather than a short walk. Most visitors spend six or seven hours on their feet at Kisama, moving between the sunny arena and the shaded morung porches, so you will take layers on and off several times. A small day bag with water, tissues and a spare layer is more useful than a camera bag, and you will want a hand free to hold a cup of rice beer or a plate of food.

Tip: Carry a small bag with a warm layer so you can stay in the arena for the evening session without going back to your room.

Where Do Visitors Sleep During the Ten Days in Kohima?

Most visitors sleep in Kohima, 12 km from the Kisama venue 3. Dimapur is the cheaper fallback, 74 km away from Kohima by road 2.

Kohima offers guesthouses, small hotels and local homestays. Homestays are the most useful option because hosts know the permit rules and can arrange a cab to Kisama. Dimapur offers more rooms, but the drive to Kisama adds hours each day 6. The sources reviewed give no reliable price range for 2026 rooms, so do not expect an official figure 2.

Rooms in Kohima sell out as soon as dates are announced, and many guides advise booking months ahead. Tour operators and homestay hosts fill first.

  • Kohima centre: closest to the rock festival at Indira Gandhi Stadium and to shared taxis for Kisama 1.
  • Near Kisama: a few village homestays, quieter but harder to reach at night.
  • Dimapur: easy for flights and trains, but a long daily commute.

When you book, ask the host three questions: whether they can arrange a cab to Kisama each morning, whether the room has heating, since December nights in Kohima drop close to 8°C 13, and whether they will help you show your permit if a checkpoint asks. Homestay hosts in Kohima are usually Naga families who attend the festival themselves, so they can tell you which tribe is performing and when. Paying a deposit by bank transfer is common, so keep your banking app working before you travel.

Note: Whichever town you choose, your permit district should match. An ILP for Dimapur and a hotel in Kohima can raise questions at a checkpoint 5.

Hornbill Festival 2026 will bring the same pressure on rooms in Kohima as the previous edition, so book your bed before you book the flight.

Will Your Phone Work on the Kohima Hillsides?

Mobile signal in Kohima town is usually workable, but it weakens on the highway sections between Chumoukedima and Kohima and on the hillside at Kisama when thousands of visitors arrive. Where signal drops, offline maps and saved documents carry you through.

An eSIM is the easiest way to arrive with data already working, since you can install it at home and switch it on when you land in Dimapur. A plan for India, such as the eSIM for India, saves a trip to a shop. Check that your phone is unlocked and supports eSIM before you travel.

  • Before the flight: install the eSIM and save permit PDFs.

  • At Dimapur: switch on data and download offline maps of Kohima.

  • At Kisama: share a pinned location with your group at the gate, since signal may be slow.

Plan your phone use around the places where it matters. Your permit card, the gate ticket confirmation and your homestay address should all be saved before you leave Dimapur. Map directions from Kohima to Kisama work better with the route downloaded in advance, because the 12 km hill road has stretches with weak signal 3. When you reach the arena, agree a meeting point with your group by the morung of a named tribe rather than relying on a call, since the music makes calls hard to hear. At night, a charged phone also doubles as a torch on unlit paths, so carry a small power bank.

Tip: Screenshot your permit, ticket and booking confirmations. Do it at the hotel on wifi, not at the checkpoint.

Frequently asked questions

The main venue is Naga Heritage Village at Kisama, but the state also stages extensions elsewhere. In the previous edition there was a Hornbill Carnival in Dimapur from 6 December and events in Mon, Wokha and Zunheboto 3. The core cultural programme, including the morungs, stays at Kisama.

Yes, the contest has had a separate tourist category alongside the local one. In the 2018 edition four tourists competed, and the winner from Guwahati ate six chillies 10. The contest is organised by local bodies and sponsored by the horticulture department, so ask at the Kisama information desk about the day and the sign-up.

Yes, an Indian tourist needs an Inner Line Permit to enter Nagaland, even for a day trip from Dimapur to Kisama, and the 30-day permit cost Rs 200 in the Dimapur order 9. Apply on the state portal before you travel and keep the card on your phone 5. A foreign tourist must also hold a Protected Area Permit 6.

It is named after the hornbill, a large colourful forest bird that appears in the folklore of most of Nagaland's ethnic groups 1. The festival was first held in December 2000 to bring the tribes together and promote the state's heritage, which is why it is often called the Festival of Festivals 1.

Install the eSIM at home a day or two before you fly, then switch it on when you land in Dimapur. That way you can download your permit, open a map and message your driver from the arrivals area. Signal drops on the hill roads, so save offline maps of Kohima too.

The Hornbill International Rock Festival is held at Indira Gandhi Stadium in Kohima, not at Kisama, and local and international bands play there 1. Plan a cab between the two sites if you want to see both on the same day, and check the line-up from the Nagaland Tourism department before you go.
