Why Does the Chumoukedima Road Out of Dimapur Now Need a Nagaland ILP?

The Nagaland ILP portal lists a notification dated 14 August 2025 that extends the Inner Line Permit to the districts of Chumoukedima and Niuland 8. The permit card is downloaded from the portal as a PDF, and a tourist application filed during working hours may be approved within 4 hours 8 10. An application sent near closing time can wait until the first 3 hours of the next working day, so one filed after Friday 27 November 2026 may not clear before Monday 30 November, the eve of opening day at Kisama 10 1.

Which Free Shuttles Link Kigwema Ground With the Kisama Gates?

For the 2025 edition, Kohima police let vehicles without passes park for a fee at Kigwema ground and ride free shuttles to the venue 14. In all, 35 free buses ran between the parking zones and Kisama, and 10 paid NST buses ran from PHQ Point and the ISBT in Kohima at fares of Rs 50 and Rs 80 14. Extra parking for light vehicles was set aside at Phesama ground 14. That plan was published on 30 November 2025, one day before opening, so the 2026 plan is worth checking on the last day of November 14.

Where Does Kohima Close Roads for the Hornbill Night Carnival?

During the 2025 festival, Kohima police closed the stretch from Y-Junction Phoolbari to Razhü Point every day from 4 p.m. to 9 p.m. for the Night Carnival 14. Heavy vehicles were barred from entering Kohima from 7 a.m. to 10 p.m. between 1 and 10 December 2025 14. Cars left on the national highway between the Phesama old check gate and Kisama were towed, with a Rs 1,500 towing charge and a Rs 500 penalty 14.

Which Food Rules Apply Inside the Plastic-Free Kisama Zone?

Kisama stays a plastic-free zone for the 27th edition, the Tourism Director told tribal hohos in Kohima on 22 October 2026, and the same meeting announced a limited allocation of food stalls 5. In 2025 the Department of Tourism set price ceilings on food sold at the morungs and food stalls, while food-stall rent doubled to Rs 20,000 12. An official said in 2025 that the aim was to reduce the number of food stalls at the venue 12.

Why Does Hornbill Festival Open on Nagaland Statehood Day?

Nagaland became a full state on 1 December 1963, with Kohima as its capital, and the Hornbill Festival that the state government conceptualised in 2000 opens on that anniversary every year 19 2 6. Tourism Nagaland lists the 2026 festival for 1–10 December 2026 at Kisama, which makes it the 27th edition 1 4. Opening day falls on a Tuesday, Statehood Day, and the ten days end on Thursday 10 December 2026 1 6.

Chief Minister Neiphiu Rio chaired the standing high-powered committee that reviewed departmental readiness at the Heritage Bamboo Hall in Kisama, in an ANI report dated 13 October 2026 4. Partner countries were not yet confirmed at that meeting, and the committee was to decide on them with stakeholders 4. The state expects several countries to take part and one Northeastern state to join as Partner State 6. Rio said the aim was a flawless festival that keeps its guests comfortable 4.

The chief guest was still unconfirmed in mid-October, with invitations sent and a reply awaited 4. By 22 October 2026 the Tourism Directorate was telling tribal hohos in Kohima that President Droupadi Murmu was likely to attend 5. The Home Department has also ordered statewide mass social work on Friday 13 November 2026 from 6 a.m., with shops in all 17 districts closed until noon, to clean public places before the festival 6.

The 2025 festival, the 26th, used the same 1–10 December span, with six country partners, among them the United Kingdom, France and Ireland, and Arunachal Pradesh as Partner State 17. Footfall at Kisama grew from just over 28,000 in 2010 to about 2,14,000 in 2025, according to figures the Chief Minister gave the Nagaland Legislative Assembly 7.

Where Does Rs 50 of Each Kisama Gate Ticket Go?

At the 2025 edition, the Kisama gate ticket was a uniform Rs 150 for locals, domestic tourists and international tourists, according to a Morung Express report from Kohima dated 6 December 2025 12. Locals had paid Rs 50 the year before, so the fee tripled for them, and the Tourism Director said there was no longer any distinction between local and non-local visitors 12.

Department of Tourism officials said Rs 50 from each Rs 150 ticket sold in 2025 went to a sustainable tourism initiative 12. The event brochure, once handed out free, cost Rs 200 at Kisama in 2025 12. Visitors interviewed at the venue said entry tickets, the children's park and museum fees inside the complex each cost Rs 50 or more 12.

Those extras sit inside the Heritage Complex itself, which holds a World War II Museum, a Bamboo Heritage Hall, a Bamboo Pavilion, a Kids Carnival, the Horti-Scape garden, food courts and a stadium for live concerts 3. The gate ticket covers entry to the heritage village, and each of these attractions can carry its own charge, as visitors found in December 2025 12 3.

Food is the other line in a Kisama budget. In 2025 the Department of Tourism capped food prices at the morungs and food stalls, and food-stall rent doubled to Rs 20,000 12. For 2026, the Tourism Director has announced a limited allocation of food stalls at Kisama 5.

The 2026 gate fee is set by the Department of Tourism, and the Rs 150 charged in 2025 is the most recent official figure 12. Gate tickets are separate from the permits needed to be in Nagaland at all: the Inner Line Permit costs Rs 200 for a domestic tourist and Rs 500 for a foreign tourist, each valid for 30 days 9. Foreigners also need a Protected Area Permit, registered online through the e-FRRO portal before reaching Dimapur 11.

Why Does an 1873 Regulation Still Require a Nagaland ILP for Kisama?

The Bengal Eastern Frontier Regulation 1873 requires anyone who is not an indigenous inhabitant of Nagaland, Indian or foreign, to hold an Inner Line Permit to enter the state for a limited period 10. The Dimapur district administration says the permit moved to an online platform on 1 January 2025, through ilp.nagaland.gov.in 11. A notification of 14 August 2025 extended the ILP to the districts of Chumoukedima and Niuland 8.

As of November 2026, the fee table lists Rs 200 for a domestic tourist and Rs 500 for a foreign tourist, each valid for 30 days, with payment-gateway charges added on top 9. A tourist ILP needs no local guarantor, unlike a trader or labourer permit, but the form asks for a local contact in Nagaland 10. Every category of ILP can now be applied for online 8.

Since 1 January 2025 the whole process has been online: applicants choose a category, verify a phone number by OTP, fill in the form and pay the fee 11 10. Documents must be JPG or PNG files of no more than 300 KB, and an incomplete application is rejected 8. A tourist application filed during working hours may be approved within 4 hours; one filed close to the end of working hours may be approved within the first 3 hours of the next working day 10. The card is then downloaded as a PDF, and officials can check it through the portal's Verify ILP service 8.

Timing matters for the 1–10 December 2026 festival: an application filed after office hours on Friday 27 November 2026 may only be processed on Monday 30 November, one day before the opening at Kisama 10 1. Anyone who prefers paper can apply manually at the Nagaland Houses in New Delhi, Kolkata, Guwahati and Shillong, or at the office of the Deputy Commissioner of the district concerned 10 8. The Nagaland House in New Delhi stands at 29 Dr APJ Abdul Kalam Road, opposite Tuglak Police Station 8.

Will the Centre Relax the Protected Area Permit for the 27th Edition?

The permit dates back to the Foreigners (Protected Areas) Order, 1958 17. Foreign nationals need a Protected Area Permit to visit Nagaland, and the Dimapur district administration says registration is done online through the e-FRRO portal, with no physical permit issued 11. Citizens of Afghanistan, China and Pakistan, and foreigners with origins in those countries, need prior approval from the Ministry of Home Affairs before visiting Nagaland, Manipur and Mizoram 11.

Chief Minister Neiphiu Rio told the Nagaland Legislative Assembly in September 2026 that the Centre reimposed the permit regime in Nagaland in December 2024 7. He said the relaxation granted for the 2025 Hornbill Festival came only just before the festival began, leaving visitors and investors too little time to plan 7. He asked the House to adopt a resolution urging the Government of India to withdraw or relax the permit and to restore the earlier relaxation 7.

His case rested on Kisama's numbers: foreign tourist arrivals at the festival rose from 284 in 2010 to 2,528 by 2025 7. The state has proposed a technology-based system to register and monitor foreign visitors digitally, sharing data with security agencies, as an alternative to the permit 7.

Unless the Ministry of Home Affairs issues a new festival relaxation, the Dimapur district rules make the permit mandatory for every foreign visitor during the 1–10 December 2026 festival 11 1. A foreign tourist also needs the Nagaland ILP, priced at Rs 500 for 30 days 9. The Foreigners Registration Officer's office in Dimapur answers queries on +91 7085065056 and 03862-225519 11. Screenshots of the e-FRRO registration and the ILP PDF are worth keeping together, because hotels and police in Kohima may ask for both 11 8.

How Do Visitors Cover the 69.4 km From Dimapur to Kohima?

Dimapur Airport, at 3rd Mile on AH-1, is the only civil airport in Nagaland and lies about 7 km from Dimapur town and its railway station 11. The district administration puts Kohima 69.4 km from Dimapur by road, and during the 1–10 December 2026 festival the route ends at Kisama, a further 12 km south of Kohima 11 6 1. Night buses link Dimapur and Kohima with Guwahati and Shillong, and the drive from Guwahati takes about 8 to 9 hours 11. Yellow taxis leave from the Kohima taxi stand on Railway Station Road in Dimapur, next to the railway station, either shared with other passengers or hired whole 11. The district advises starting and finishing the hill drive before nightfall because of the terrain 11. Buses run from the Old NST bus stand beside the station and from the ISBT at Purana Bazar 11.

During the 2025 festival, Kohima police published an alternate route from Dimapur and Chümoukedima that climbs via the Old KMC check gate, Jotsoma, Forest Colony and PHQ Point to Phesama and Kisama 14. Heavy vehicles were barred from entering Kohima from 7 a.m. to 10 p.m. between 1 and 10 December 2025 14. Vehicles parked on the national highway between the Phesama old check gate and Kisama were towed, with a Rs 1,500 towing charge and a Rs 500 penalty 14.

For the last 12 km, the 2025 plan offered two options: 10 paid NST buses from PHQ Point and the ISBT at fares of Rs 50 and Rs 80, or paid parking at Kigwema ground with one of 35 free shuttle buses to the venue 14. Light vehicles could also use extra parking at Phesama ground 14. Kohima police issued that plan on 30 November 2025, so the 2026 arrangements are worth checking on the last day of November 14.

What Happens Inside a Tribal Morung at Kisama?

Kisama takes its name from two villages, Kigwema and Phesama, plus ma, meaning village; the Naga Heritage Village was built on their land by the state government 3. The complex is a cluster of tribal houses, one for each tribe, each built in its own indigenous architecture, and each house is called a morung, or youth dormitory 3. Reports on the 2025 edition said the festival draws together all 17 major tribes of Nagaland and their sub-tribes 17.

The morungs are kept up by the tribal bodies, or hohos. At a meeting in Kohima on 22 October 2026, the Commissioner and Secretary for Tourism asked the hohos to finish renovating their morungs by the second week of November, and the department promised to release funds on time despite yearly cost increases 5. The State Cabinet has decided to privatise the whole Kisama complex, and some hohos oppose privatising the tribal morungs, asking that the change not affect Naga customs and traditions 5.

During the ten days, the morungs are the stage for cultural performances by different Naga tribes, local cuisine, handlooms and handicrafts 2. In 2025 the Department of Tourism set price ceilings on the food sold at the morungs 12. Over 86 per cent of Nagaland's population of about two million belonged to tribal communities in the 2011 census, and the morungs are where that diversity is laid out house by house 17.

Outside festival time, the heritage village hosts functions for Naga societies and unions throughout the year, and its stated aim is to protect the distinct dialects, customs and traditions of each tribe 3. During the festival on 1–10 December 2026, the tribes gather around their own morungs at Kisama 1 19 17.

Which Open Contests Fill the Kisama Arena, From King Chilli to Naga Wrestling?

The Tourism Nagaland event list puts sport at the centre of the Kisama arena: International Hornbill Naga Wrestling, indigenous games and sports, and open contests in Naga King Chilli and pineapple eating 2. The official festival site adds traditional archery and athletic sports to the arena programme, alongside cultural performances by different Naga tribes on all 10 days 20 2. The Naga King Chilli contest is listed as an open contest, alongside the pineapple eating competition, rather than an exhibition by invited tribes 2. The government releases a day-wise event list before each festival, so the dates of both contests for 1–10 December 2026 appear only once that list is published 20 1.

The same list includes a World War II Rally, which fits Kohima's history. The Battle of Kohima in 1944 was a turning point in the Burma Campaign, and the Kohima War Cemetery on Garrison Hill holds 1,420 Commonwealth burials 19. The World War II Museum inside the Heritage Complex at Kisama brings that story to the festival ground itself 3.

Beyond the arena, the event list adds International Loin Loom weaving, mountain biking, Dzukou Valley day hikes and a Bamboo Carnival 2. Fashion shows, a beauty contest, flower shows and herbal medicine stalls also feature in the festival programme 20. Because performances run across all 10 days and the day-wise list arrives only shortly before 1 December 2026, two separate days at Kisama give a better chance of catching both the wrestling and an eating contest 2 20.

How Cold Are Kohima's December Nights for the Kisama Evenings?

India Meteorological Department normals for 1991–2020 give Kohima a December mean maximum of 17.0°C and a mean minimum of 5.2°C 19. The record December low in data from 1952 to 2020 is 0.7°C 19. December rainfall averages only 6.4 mm, spread over 0.7 rainy days, so the 1–10 December festival at Kisama usually falls in the driest part of the year 19 1.

Kohima sits at about 1,444 m, and Kisama lies on the hills 12 km to the south 19 6. A gap of almost 12 degrees between the average day and night temperature means a midday arena session in a light jacket turns into a cold evening at the Kohima Night Carnival, which ran from 5 PM to 9 PM in 2025 19 13. On the night of the 9 December 2025 parade, the carnival stayed open until 11 PM, well into the coldest hours 13.

Layers handle that swing better than a single heavy coat: a warm base layer, a fleece and a windproof shell cover the range from a 17.0°C afternoon to a 5.2°C night 19. With 0.7 rainy days in an average December, sunglasses and sunscreen are more useful at Kisama than an umbrella 19.

Bags matter too. Kisama remains a plastic-free zone for the 27th edition, so spare layers and food are better carried in a cloth or backpack-style bag 5. Visitors staying in Kohima for the Night Carnival should plan the 12 km ride back from Kisama 6 before the 4 p.m. road closure between Y-Junction Phoolbari and Razhü Point, which applied every day in 2025 14.

Where in Kohima Does the Hornbill Night Carnival Take Over the Streets?

The Night Carnival is Kohima town's own part of the festival, organised every year by the Kohima Chamber of Commerce and Industry 13. In 2025 it ran from 5 PM to 9 PM daily, with a food fold of hundreds of stalls 13. Kohima police closed the road from Y-Junction Phoolbari to Razhü Point every day from 4 p.m. to 9 p.m. to make room for it 14.

On 9 December 2025, a carnival parade organised by the Kohima Village Youth Organization with Nagaland Tourism and the Chamber ran from Old MLA Hostel Junction to Razhü Point from 5 PM, and carnival hours were extended to 11 PM that night 13. Tourism Nagaland lists the Bamboo Carnival and Night Carnival among the regular events of every Hornbill Festival 2.

Kohima is the natural base for anyone who wants both the Kisama day programme and the carnival at night, since the heritage village is only 12 km away 6. In 2025, paid NST buses linked PHQ Point and the ISBT in Kohima with Kisama at fares of Rs 50 and Rs 80 14. The festival's weight on the town is large: a 2023 government survey cited by the Chief Minister found over Rs 2.76 crore in hotel accommodation revenue across the ten days 7. With footfall of about 2,14,000 in 2025, rooms in Kohima go early 7.

Daytime in town pairs well with a carnival evening. The Kohima War Cemetery, on the slopes of Garrison Hill on the former Deputy Commissioner's tennis court, holds 1,420 Commonwealth burials from the Second World War and is maintained by the Commonwealth War Graves Commission 19. A daytime visit there fits before the carnival opens at 5 PM, the start time used in 2025 19 13.

Which Nagaland Permits Exist Only as Downloads on the Way to Kisama?

Both Nagaland permits now live online. The ILP card is downloaded from the state portal as a PDF, and officials can check its validity through the portal's Verify ILP service 8. Foreign tourists register for the Protected Area Permit on the e-FRRO portal, and the Dimapur district administration says no physical PAP is issued 11. The ILP itself has been issued online since 1 January 2025 11. The ILP portal accepts documents only as JPG or PNG files of up to 300 KB, so a phone photo of an ID usually needs resizing before upload 8. A tourist ILP filed during working hours may be approved within 4 hours 10. Renewal and category-change services also run online, which matters for anyone staying in Nagaland past the 30 days a tourist ILP covers 8 9.

Crowds at Kisama are large: about 2,14,000 people attended in 2025, and the Heritage Complex includes a stadium for live concerts 7 3. Keeping the ILP PDF, the e-FRRO confirmation and the local contact given on the ILP form saved on the phone before leaving Dimapur means none of them depends on a connection at the Kisama gate 8 10 11.

Group plans need the same care. Meeting points named after a specific tribe's morung, or the Bamboo Heritage Hall, are easier to find in a crowd than a pin on a map 3. The Night Carnival stretch between Y-Junction Phoolbari and Razhü Point was closed to traffic from 4 p.m. to 9 p.m. in 2025, so ride pickups had to be arranged outside it 14. Coverage details for an India data plan are on the eSIM for India page.

Frequently asked questions

No. The contest began in 2004 as the Hornbill National Rock Contest, went international in 2013 and was dropped in 2019 after 15 years, so the Hornbill Music Festival could grow into a full music festival 18. Today the route for bands is Ticket to Hornbill, a band battle held at Talkatora Stadium, New Delhi, on 17 October 2026 after a cultural opening on 16 October, with a Rs 25 lakh prize pool and a December 2026 slot at the Hornbill Music Festival for the winner 16.

The 26th Toyota Hornbill Music Festival ran at Kisama Heritage Village from 1 to 10 December 2025, with acts from Ireland, Scotland, South Korea, Israel, Nepal and Japan alongside Naga artistes 15. A Hornbill Busking Zone featured artistes from all 17 districts of Nagaland, and the first Nagaland Choir Games were held on 8–9 December 2025 at the Capital Cultural Hall in Kohima 15. The winner of Ticket to Hornbill 2026 is set to join the December 2026 line-up 16.

Tourism Nagaland lists the Naga King Chilli and pineapple eating competitions as open contests at Hornbill Festival, next to International Hornbill Naga Wrestling 2. The government releases a day-wise event list before each edition, so the date and entry details for the 1–10 December 2026 festival appear only once that list is out 20 1. The contests take place at the Kisama venue, 12 km south of Kohima 2 6.

Yes. Under the Bengal Eastern Frontier Regulation 1873, anyone who is not an indigenous inhabitant of Nagaland needs an Inner Line Permit to enter the state, and Kisama lies 12 km south of Kohima 10 6. The domestic tourist ILP costs Rs 200 for 30 days, and the fee table has no shorter day permit 9. Since a notification of 14 August 2025 the ILP also covers Chumoukedima and Niuland districts 8.

Kisama joins parts of two village names, Kigwema (Ki) and Phesama (Sa), with ma, meaning village; the Naga Heritage Village was built on their land 3. It lies about 12 km south of Kohima 6. Outside the festival, the complex hosts functions for Naga societies and unions all year, and it houses a World War II Museum, a Bamboo Heritage Hall and a stadium for live concerts 3.

The State Cabinet has decided to privatise the whole Kisama complex, the Morung Express reported from Kohima on 22 October 2026 5. Tribal hohos asked that the change not affect Naga culture, some opposed privatising the tribal morungs, and they asked for the modalities before a separate consultation 5. The 1–10 December 2026 festival goes ahead under the Directorate of Tourism, which asked the hohos to finish morung renovation by the second week of November 5 1.
